Uttarakhand Open University, is a public university of higher education, learning and research and is located in Haldwani, Uttarakhand, India. The university was formed in the year 2005 by the Uttarakhand Legislative Assembly and is affiliated by DEC, UGC and AIU. Dr. Aziz Qureshi is the chancellor and Prof Subhash Dhulia is the vice-chancellor of the university. It has association with Tata motors, University 18, Abhinav Knowledge services and IETS.

There are 109 programs of undergraduate, postgraduate and Ph.D offered by the university. The admission process is done through a common entrance examination conducted by the university itself. It has 8 regional centres and over 300 study centres across the state of Uttarakhand. The schools of the university are School of Agriculture, School of Management Studies, School of Computer Sciences and Information Technology, School of Education, School of Health Sciences, School of Languages, School of Sciences, School of Social Science, School of Humanities and Journalism, and School of Tourism and Hotel Management. Students from the state of Uttarakhand can apply for any of these programs by using distance learning privilege. The enrollment fees for undergraduate programs is between 2400 to 5400 and for postgraduate program the fees is between 5600 to 13000. The university provides self learning materials, videos, cds to students who has enrolled for distance learning programs.

The university also has its central library which holds tons of books, periodicals, manuscripts, reading material. reference material, national and international journals and many more.
